VERSUS RESERVOIR INVESTMENT

Abstract
There are tree parties who are involved in defining Geothermal Steam Purchasing Contract [SPC], i.e. steam field developer, power plant developer and electricity buyer. These three parties have the same right in establishing the steam price. Each has a significant role towards the whole business objective, i.e. sale the electricity to earn an adequate return on their investment. As facing to the market competition paradigm, considering that there is another electricity supplier from other power plant type, then a conflicting interest might occurs. The steam field developer wants that the steam price should represent a return on the reservoir investment with a reasonable profit level, while the power plant producer wants that their production cost able to compete with other energy resource such as fuel oil, and the electricity buyer also wants that the electricity price should meet with the affordable market price. These interest differences cause a difficulty in establishing steam price, which can be accepted by all parties. The power plant developer and electricity developer orient more closely to the market driven, while the steam field developer orient more closely to the return on the investment.

Sistem pembangkitan Jawa adalah sistem interkoneksi yang meliputi seluruh Jawa, Bali dan Madura. Ini adalah sistem kelistrikan terbesar di Indonesia. Kapasitasnya mencapai 18.000 MW. Dari jumlah itu, 15.000 MW kapasitas pembangkit milik PLN. Sisanya yang 3.000 MW milik independent power producers [IPP]. Sekitar 80% penjualan PLN terdapat di sini.
