Abstract
This paper discusses matters relate to geothermal electricity competitiveness through a combination of three different approaches i.e: referring to steam field investment cost that can be applied for steam producer, ii. referring to oil price that may be interest for power producers that have options to utilize oil fired steam, and iii. referring to electricity price, which has become interest and concern of electricity end user. By analyzing through these three approaches, the competitive geothermal steam price range—which is also in line with the competitive investment range of the geothermal well per kilowatt—can be estimated. The analysis is expected to be useful tools for Steam Producers to justify what is the minimum well capacity in the field and the maximum investment cost of the well to achieve a competitive geothermal electricity price. As drilling cost on production well is more or less the same, capacity of each well will be an important aspect to reach viability of its steam price. The discussion will also cover briefly the way to level geothermal steam to the fuel oil although the subsidy is still an issue.

ABSTRACT
Although Indonesia has abundant geothermal energy resource, which is known to produce clean and environmentally friendly energy, its development in Indonesia is facing many challenges. The energy market in Java is a single buyer model, so geothermal energy can only be sold to PLN, the state electric company – the only buyer. Under the current energy policy, the average geothermal electricity production cost is higher than the cost of electricity produced by fossil fuelled generating plants. From strictly economic stand point; geothermal energy appears to be less competitive. Moreover, the government has set new policy to implement an even more competitive electricity market commencing by year 2004. This new policy will add pressure on geothermal energy to compete.
